National Context

Resolution No. 658/2021 has a direct impact on human mobility. This measure sets forth the exceptional and temporary restriction on the entry of foreigners of any nationality, as recommended by the National Health Surveillance Agency (Anvisa), due to the identification of new strains of the SARS-CoV-2 (COVID-19) coronavirus. Entry is restricted on roads, other land means or river transport.

In addition, the Brazilian Government declared the COVID-19 pandemic as a National State of Emergency (ESPIN in Portuguese) in the country. The documents addressing this issue are:

- Federal Law No. 13.979/2020, establishing measures at a national level to fight the coronavirus (COVID-19);

- Resolution No. 356/2020 of the Ministry of Health, establishing measures to manage the national state of emergency; and

- The Contingency Plan for Human Infection, as is the case of the new coronavirus (COVID-19), published by the Ministry of Health, through the Secretariat of Health Surveillance.

Because it is a federative republic, in Brazil, the Union, state and municipal governments have autonomy to create and implement measures to restrict human mobility, with a view to containing the transmission of the novel Coronavirus. Before traveling it is important to check what restrictions are in place.

In addition, all measures at national, regional or local level are published in the official media. The importance of consulting these sources is emphasized.
