Ordinance No. 670/2022 , updated by Information Note No. 16/2022 , has a direct impact on human mobility. The measure provides, for health reasons related to the risks of contamination and spread of the SARS-CoV-2 Coronavirus (Covid-19), exceptional and temporary restriction measures for foreigners and foreigners of any nationality to enter the country by air, land and waterways, as recommended by the National Health Surveillance Agency (Anvisa) .

In addition, as it is a federative republic, in Brazil, the Union, state and municipal governments have the autonomy to create and apply measures to restrict human mobility, with a view to containing the transmission of the new Coronavirus. Before traveling it is important to check which restrictions are in place.

Ordinance GM/MS No. 913/2022 also declared the closure of the Public Health Emergency of National Importance (ESPIN) as a result of Covid-19.

All measures at national, regional or local level are published in official media. The importance of consulting these sources is emphasized.


Specifically regarding waterway transport and the cruise ship season in Brazil, the Interministerial Ordinance No. 658/2021 , released the resumption of cruise ships in Brazilian waters since November 1, 2021. Anvisa defined the health requirements that be observed by ships, to ensure the safety of passengers and crew during the voyage, embarkation and disembarkation.

Resolution No. 658/2021 has a direct impact on human mobility. This measure sets forth the exceptional and temporary restriction on the entry of foreigners of any nationality, as recommended by the National Health Surveillance Agency (Anvisa), due to the identification of new strains of the SARS-CoV-2 (COVID-19) coronavirus. Entry is restricted on roads, other land means or river transport.

In addition, the Brazilian Government declared the COVID-19 pandemic as a National State of Emergency (ESPIN in Portuguese) in the country. The documents addressing this issue are:

- Federal Law No. 13.979/2020, establishing measures at a national level to fight the coronavirus (COVID-19);

- Resolution No. 356/2020 of the Ministry of Health, establishing measures to manage the national state of emergency; and

- The Contingency Plan for Human Infection, as is the case of the new coronavirus (COVID-19), published by the Ministry of Health, through the Secretariat of Health Surveillance.

Because it is a federative republic, in Brazil, the Union, state and municipal governments have autonomy to create and implement measures to restrict human mobility, with a view to containing the transmission of the novel Coronavirus. Before traveling it is important to check what restrictions are in place.

In addition, all measures at national, regional or local level are published in the official media. The importance of consulting these sources is emphasized.

General non-pharmacological measures:

  • respiratory etiquette
  • use of masks (except children under 3 years old)
  • hygiene of hands, personal objects and items sold
  • detachment

In addition, other measures may be adopted by the Brazilian government.

The authorities may order mandatory medical examinations to be carried out; laboratory tests; clinical sampling; vaccination and other prophylactic measures; specific medical treatments; as well as the exceptional and temporary restriction of entry and exit from the country, according to the technical and reasoned recommendation of the National Health Surveillance Agency (Anvisa) , by roads, ports or airports.

The measures may be adopted by the Ministry of Health or by local health managers in the states and/or municipalities. It is recommended to consult the measures valid at the subnational level, before traveling around the country.


There are specific restriction measures for the international transit of travelers through airports and aircraft, which are as follows:

  • Mandatory use of a personal protective mask in the restricted area of the airport and on aircraft;
  • Landing carried out by ranks;
  • Frequent hand hygiene;
  • Sound warnings will be maintained, adjusted to the current situation of the pandemic;
  • Physical distancing recommended whenever possible.

Exceptions to the use of the mask:

  • By people with autism spectrum disorder, intellectual, sensory or other disabilities that prevent the proper use of a mask
  • For children under the age of 3 (three) years
  • During communication with the hearing impaired
  • When necessary to carry out the physical identification of the traveler

To address the public health emergency of international concern due to coronavirus, isolation and quarantine measures may be adopted by the Brazilian government, among others.

The authorities may determine the performance of mandatory medical examinations; laboratory tests; clinical sampling; vaccination and other prophylactic measures; specific medical treatments; as well as the exceptional and temporary restriction of entry and exit from the country, according to technical and reasoned recommendation of the National Health Surveillance Agency (ANVISA), by roads, ports, or airports.

Pursuant to Ordinance No. 670/2022 , entry by air is authorized; waterway of maritime cruise vessels and by highways or other land means.


Regarding entry via airways , the restrictions are as follows:

  • Travelers fully vaccinated (primary vaccination schedule, does not include need for booster or booster) 14 days before departure are exempt from testing negative for Covid-19 and only need to present proof of vaccination (travelers in these conditions are also exempt to fill in the ANVISA Travelers' Health Declaration);
  • Travelers who are not fully vaccinated , provided that Brazilians and foreigners residing in Brazilian territory, those with a health condition that contraindicates vaccination (attested by a medical report), those not eligible for vaccination due to age or coming from countries with low vaccination coverage: must present to the airline, before boarding, the document proving the performance of a test for Covid-19, with a negative or non-detectable result, such as an antigen test or RT-PCR laboratory performed one day before the moment of boarding ;
  • Foreigners who are not fully vaccinated remain prevented from entering the national territory (except for the exceptions provided for in the ordinance ).

On the entry by waterway of cruise ships:

  • Proof of vaccination is required.
  • For eligible cases , it is necessary to present a negative test of the RT-PCR or Antigen type before disembarkation in the national territory.
  • The authorization of waterway transport of passengers and passengers, Brazilian and Brazilian or foreign persons, exclusively in Brazilian jurisdictional waters, of maritime cruise vessels and the operation of vessels with passenger transport, in national ports, is conditioned to the previous edition of an Ordinance by the Ministry of Health, which should provide for the epidemiological scenario and the definition of situations considered outbreaks of Sars-Cov-2 (Covid-19) on vessels.

For entry by land :

Proof of vaccination is required to enter the country. The immunizers must have been approved by Anvisa or WHO and the application of the last dose must have taken place at least 14 days before shipment.

Are exempt from presenting proof of vaccination in land transport:

  • Brazilians and Brazilians and foreign persons residing in Brazilian territory who are not fully vaccinated;
  • cargo transport workers under the conditions established by the ordinance;
  • border residents in twin cities;
  • travelers in situations of vulnerability (humanitarian crisis);
  • travelers from countries with low vaccination coverage;
  • persons ineligible for vaccination based on age;
  • travelers with a health condition that contraindicates vaccination.

Foreign people who are not fully vaccinated remain prevented from entering the national territory (with exceptions).


Exceptional and temporary measures for travel with children:

traveling alone

By air

Children aged two or over and under twelve years old, who are traveling unaccompanied , must present documents with a negative or non-detectable result, such as a laboratory RT-PCR or antigen test, carried out within one day before the moment of the boarding/entry in the country

Unvaccinated children aged between 2 and 12 years, who are traveling unaccompanied, must present a document with a negative or undetectable result, of the laboratory type RT-PCR or antigen test, carried out up to one day before the moment of departure/entry into the country .

land route

Travelers over five years of age must present proof of vaccination, as well as Brazilians and foreigners residing in the country over five years of age, except for those returning on a trip started at least 30 days ago.

In relation to Brazilians and foreigners, resident and non-resident, aged over five years and under 18 years of age on land travel who do not present proof of vaccination due to the non-availability of doses for this public in the country of origin, are exempt, in this time of presentation of the vaccination certificate.

Traveling with a responsible person

By air

If the traveler over 5 years of age and under 18 is accompanied by a responsible person who does not present proof of vaccination, he/she must undergo quarantine for 14 days in the city of his/her destination.

Children under the age of two are exempt from presenting a document proving the performance of a test to screen for infection with the SARS-CoV-2 coronavirus (Covid-19) for travel to the Federative Republic of Brazil.

Children from 5 years old need to prove their vaccination against covid-19 to enter the country, according to Informative Note No. Only children who have been out of the country for more than 30 days or who are travelers from countries where vaccination is insufficient will be free to present the document.

land route

Travelers over five years of age must present proof of vaccination, as well as Brazilians and foreigners residing in the country over five years of age, except for those returning on a trip started at least 30 days ago.

Children under the age of twelve who are traveling accompanied are exempt from presenting a document proving the performance of tests to screen for infection by the SARS-CoV-2 coronavirus (covid-19), provided that all companions present documents with a negative result or non-detectable, laboratory-type RT-PCR or antigen test, performed within one day before departure/entry into the country.

Children under the age of two are exempt from presenting a document proving the performance of a test to screen for infection with the SARS-CoV-2 coronavirus (Covid-19) for travel to the Federative Republic of Brazil.

Children from 5 years old need to prove their vaccination against covid-19 to enter the country, according to Informative Note No. Only children who have been out of the country for more than 30 days or who are travelers from countries where vaccination is insufficient will be free to present the document.

Restrictions on the entry of foreigners and nationals

Pursuant to Ordinance No. 658/2021, the entry into the country of foreigners of any nationality, by highways or other land means or waterway transport, is restricted. Cruise ship and entry by air are authorized.

Regarding entry by means areas, the restrictions are as follows:

  • Flights to or from South Africa, India, Northern Ireland, and the United Kingdom are suspended.
  • Foreign travelers coming or passing through South Africa, India, Northern Ireland, or the United Kingdom in the last 14 days are not allowed to enter or transit through Brazil. This does not apply to: Brazilian nationals, passengers with a residence permit issued by spouses, partners, children, parents, or guardians of Brazilian nationals, provided they remain in quarantine for fourteen days
  • Travelers entering or transiting through Brazil (foreign or domestic) must have an RT-PCR test with a negative result performed no later than 72 hours before departure from the first boarding point. The test result must be presented to the airline in English, Portuguese, or Spanish.

About the entry of cruise ships by water:

  • The operation of vessels carrying travelers in national ports is subject to the prior edition of an Ordinance by the Ministry of Health, which may provide for the quarantine of travelers and vessels, according to the epidemiological scenario identified.
  • The operation of vessels carrying travelers is conditioned to the local execution of active epidemiological surveillance.

Entry restrictions do not apply to born or naturalized Brazilians; immigrants with permanent residence, for a fixed or indefinite term, in Brazilian territory; or foreigners who are spouse, partner, son, father or trustee of Brazilian, whose entry is specifically authorized by the Brazilian Government in view of the public interest or for humanitarian reasons; and carriers of National Migratory Registration (MRI).

Restrictions on the entry of foreigners and nationals

Pursuant to Ordinance No. 658/2021, the entry into the country of foreigners of any nationality, by highways or other land means or waterway transport, is restricted. Cruise ship and entry by air are authorized.

Regarding entry by means areas, the restrictions are as follows:

  • Flights to or from South Africa, India, Northern Ireland, and the United Kingdom are suspended.
  • Foreign travelers coming or passing through South Africa, India, Northern Ireland, or the United Kingdom in the last 14 days are not allowed to enter or transit through Brazil. This does not apply to: Brazilian nationals, passengers with a residence permit issued by spouses, partners, children, parents, or guardians of Brazilian nationals, provided they remain in quarantine for fourteen days
  • Travelers entering or transiting through Brazil (foreign or domestic) must have an RT-PCR test with a negative result performed no later than 72 hours before departure from the first boarding point. The test result must be presented to the airline in English, Portuguese, or Spanish.

About the entry of cruise ships by water:

  • The operation of vessels carrying travelers in national ports is subject to the prior edition of an Ordinance by the Ministry of Health, which may provide for the quarantine of travelers and vessels, according to the epidemiological scenario identified.
  • The operation of vessels carrying travelers is conditioned to the local execution of active epidemiological surveillance.

Entry restrictions do not apply to born or naturalized Brazilians; immigrants with permanent residence, for a fixed or indefinite term, in Brazilian territory; or foreigners who are spouse, partner, son, father or trustee of Brazilian, whose entry is specifically authorized by the Brazilian Government in view of the public interest or for humanitarian reasons; and carriers of National Migratory Registration (MRI).

Restrictions on the entry of foreigners and nationals

Travel documents required for air entry:

It is necessary:

  1. Proof of vaccination for entry into the country, printed or electronically. A traveler who has completed the primary vaccination schedule (two doses or a single dose, according to the immunizer) is considered to have been fully vaccinated, at least 14 days before the date of departure. Vaccination vouchers in which the vaccine data are available exclusively in QR Code format or in any other coded language are not accepted. Likewise, certificates of recovery from Covid-19 are not accepted in lieu of proof of complete vaccination.
  2. Present travel document.
  3. Present the entry visa, when required by nationality and;
  4. Present International Certificate of Immunization when necessary by nationality.

Vaccination proof :

  • it must be printed or electronically; (proofs that are exclusively in QR-CODE format will not be accepted), Brazilians can present the voucher through ConectSus .
  • must contain the name of the traveller, the commercial name or name of the vaccine manufacturer, the batch number(s) of the applied dose(s) and the date(s) of application of the dose(s);
  • vaccines approved by Anvisa, the World Health Organization (WHO) or the authority of the country in which the traveler was immunized are valid;
  • the application of the single dose or the last dose of the primary vaccination schedule must have occurred at least 14 days before the date of shipment.

Visa:

Itamaraty is the agency responsible for granting visas, which can be requested through Brazilian embassies, consulates-general, consulates and vice-consulates abroad or electronically.

Children:

Children under the age of twelve who are traveling accompanied are exempt from presenting a document proving the performance of tests to screen for infection by the SARS-CoV-2 coronavirus (covid-19), provided that all companions present documents with a negative result or non-detectable, laboratory-type RT-PCR or antigen test, performed within one day before departure/entry into the country.


Exceptions:

  1. the traveler with a health condition that contraindicates vaccination, as long as it is attested by a medical report;
  2. to those ineligible for vaccination according to age, according to criteria defined by the Ministry of Health in the National Plan for the Operationalization of Vaccination against Sars-Cov-2 (covid-19),
  3. the entry of a traveler into the country due to humanitarian issues,
  4. people from countries with low vaccination coverage ,
  5. nationals and foreigners residing in Brazilian territory who are not fully vaccinated.

Passengers and passengers included in the exceptions must:

1. Present to the airline responsible for the flight, one day before boarding, a document proving the performance of a laboratory test of the RT-PCR type , with a negative or non-reactive result, observing the following criteria

a) the document must be presented in Portuguese, Spanish or English;

b) the test must be carried out in a laboratory recognized by the health authority of the country of departure;

c) in the event of flights with connections or stopovers in which the traveler remains in a restricted area of the airport, the period of seventy-two hours will be considered in relation to boarding on the first leg of the trip;

d) a traveler who migrates more than 72 hours after performing the RT-PCR test must present a receipt for a new test with a negative or non-reactive result at the check-in for boarding.

Or submit a negative COVID-19 antigen test performed no later than 24 hours before departure from the first boarding point, which must be presented in Portuguese, Spanish or English.


Travel documents required for admission by sea:

The water transport of national or foreign travelers is allowed, exclusively in Brazilian jurisdictional waters, by means of cruises.

The disembarkation, authorized by the Federal Police, of sea crew for medical assistance or for connection for air return to the country of origin is also allowed for operational reasons or termination of the employment contract.

The disembarkation of this group is conditioned to the presentation of a term of responsibility for the expenses arising from the transshipment signed by the shipping agent, a document that attests to the performance of the RT-PCR laboratory test, with a negative or undetectable result, within 72 hours prior to embarkation, the previous consent of the local health authorities and the presentation of the respective air tickets.

To enter a cruise , the following documents are required:

  1. Full course of vaccination against Covid-19. As proof, it is essential to present the National Vaccination Certificate against Covid-19.
  2. Obligation to present a negative RT-PCR test performed up to 72 hours before shipment or an antigen test performed up to 24 hours before shipment.

Travel documents for land entry:

It is necessary:

  • proof of vaccination to enter the country by land. The immunizers must have been approved by Anvisa or WHO and the application of the last dose must have taken place at least 14 days before shipment.

  1. Complete Covid-19 vaccination cycle. For proof purposes, it is essential to present the National Vaccination Certificate against Covid-19.
  2. Obligation to present a negative RT-PCR type test done up to 72 hours before boarding or an antigen test done up to 24 hours before boarding.
  3. Completion of a form containing information about the traveler's health conditions. This form must be submitted by all passengers, including minors and crew members.

Travel documents required for entry for persons who have had Covid-19 within the past 90 days, are asymptomatic, and persist with a positive RT-PCR or antigen test:

Persons who persist with a positive reagent RT-PCR test for extended periods are permitted entry into Brazil, provided that the following documents are presented at the time of disembarkation:

  • two detectable RT-PCR results, at least 14 days apart, with the last one performed within 72 hours prior to the moment of embarkation and.
  • antigen test with a negative or non-reactive result dated after the last detectable RT-PCR result.
  • medical certificate stating that the person is asymptomatic and fit to travel, including the date of travel. The certificate must be issued in Portuguese, Spanish, or English, and contain the identification and signature of the physician in charge.

It is also allowed the disembarkation, authorized by the Federal Police, of maritime crew for medical assistance or for air connection to return to the country of origin related to operational issues or to the end of the work contract.

The disembarkation of this group is conditioned to the presentation of a term of responsibility for the expenses resulting from the transshipment signed by the maritime agent, a document proving that the RT-PCR laboratory test was performed, with negative or non-detectable results, within the 72 hours prior to embarkation, prior consent from local health authorities, and presentation of the corresponding airline tickets.

For cruise ship admission, the following documents are required:

  1. Complete Covid-19 vaccination cycle. For proof purposes, it is essential to present the National Vaccination Certificate against Covid-19.
  2. Obligation to present a negative RT-PCR type test done up to 72 hours before boarding or an antigen test done up to 24 hours before boarding.
  3. Completion of a form containing information about the traveler's health conditions. This form must be submitted by all passengers, including minors and crew members.

Travel documents required for entry for persons who have had Covid-19 within the past 90 days, are asymptomatic, and persist with a positive RT-PCR or antigen test:

Persons who persist with a positive reagent RT-PCR test for extended periods are permitted entry into Brazil, provided that the following documents are presented at the time of disembarkation:

  • two detectable RT-PCR results, at least 14 days apart, with the last one performed within 72 hours prior to the moment of embarkation and.
  • antigen test with a negative or non-reactive result dated after the last detectable RT-PCR result.
  • medical certificate stating that the person is asymptomatic and fit to travel, including the date of travel. The certificate must be issued in Portuguese, Spanish, or English, and contain the identification and signature of the physician in charge.

1. submit to the airline responsible for the flight, before boarding, meeting the following criteria:

a) the document must be presented in the Portuguese, Spanish or English;

b) the test must be carried out in a laboratory recognized by the health authority of the country of embarkation;

c) in the event of a flight with connections or stopovers in which the traveler remains in a restricted area of the airport, the period of 72 hours shall be considered in relation to boarding on the first leg of the trip;

d) the traveler who performs migration that exceeds 72h since the rt-pcr test must present a document proving the performance of a new test with negative or non-reactive result for check-in for boarding.

2. complete the Electronic Traveler Health Statement  72 hours before flight departure, to be presented in print or digital form upon check-in.

Children under 12 years of age traveling with a companion are exempt from laboratory testing: children under 12 years of age traveling with a companion, provided that all companions present negative or non-reactive results of the RT-PCR test for SARS-CoV-2 and children under 2 years of age.

Itamaraty is the body responsible for granting visas, which can be requested through embassies, consulates general, consulates and vice-consulates of Brazil abroad or electronically.

Important information:

  1. International flights to Brazil, which originate or pass through South Africa, India, Northern Ireland and the United Kingdom, are prohibited.
  2. Boarding permits for Brazil by foreign traveler, coming or passing through South Africa, India, Northern Ireland and the United Kingdom, in the last fourteen days are suspended.
  3. Brazilian born or naturalized and other travelers described in art. 3 of Ordinance 655/2021 with origin or history of passage through South Africa, India, Northern Ireland and the United Kingdom in the last fourteen days, must remain in quarantine for fourteen days, upon entering the country.
  4. The Federal Police,in accordance with the guidelines of the National Health Surveillance Agency (Anvisa),canprevent entry into the territory that do not comply with the migration requirements appropriate to its condition.  

Points of entry authorized by land:

The entry of foreigners of any nationality, by highways, other land means or by water transport is restricted.

This measure does not apply to: a) Brazilian, born or naturalized; b) immigrant with permanent residence, for a fixed or indefinite period, in Brazilian territory; c) foreign professional on a mission at the service of an international body, with proper identification; d) foreign official accredited to the Brazilian Government; e) foreigners with spouse, partner, son, father or trustee of Brazilian; whose entry is specifically authorized by the Brazilian Government in the public interest or for humanitarian reasons; and holder of National Migration Registry (RNM) and f) traffic of border residents in twin cities, provided that a border resident document or other evidentiary document is presented.

Exceptions:

  1. The restriction of entry by land does not apply to foreigners coming from Paraguay, provided that the immigration requirements appropriate to their condition are commendable, including with the presentation of a visa, when necessary.
  2. The foreigner who is in a land border country and needs to cross it to board a return flight to his country of residence, can enter Brazil with authorization from the Federal Police.
  3. Paraguayan nationals are allowed to enter, upon presentation of: COVID-19 test, with a negative result, performed no later than 72 hours before the departure of the first boarding point. The test must be presented in Portuguese, Spanish or English. Regularization

Regularization - Mercosur Nationals

Anyone can apply for regularization at any time, regardless of whether they are in a regular or irregular immigration status. In the case of nationals of Mercosur countries or countries associated with the bloc who are in an irregular migratory situation, there is an exemption from fines or other administrative sanctions related to their migratory status.

All foreigners who want to reside in Brazil must go through a legalization process. First, the applicant must apply for a residence permit and apply for the National Migration Registry (RNM) and the National Migration Registry Card (CRNM), issued by the General Coordination of the Immigration Police of the Federal Police.

And from there, the foreign person must proceed with the application for residence for a fixed or indefinite period, according to the formalities explained in the subcategory 'filing'.

For cases of people in a situation of vulnerability, the foreign person can go directly to the Federal Police, in the External Attention Sector, to receive guidance on the necessary documentation for regularization. Migrants in conditions of deficiency can request the form at the Federal Police to request exemption from immigration regularization fees.

a) Place of management

Temporary residency under the terms of the Residence Agreement for Mercosur nationals may be requested at any time, by any citizen of a State, from a unit of the BrazilianFederal Police .

c) Requirements

A residence permit is granted to an immigrant who intends to work or reside and settle temporarily or permanently in Brazil, provided that he meets the requirements set out in the Migration Law and its regulations.

Citizens of Argentina, Paraguay, Uruguay, Chile, Bolivia, Peru, Colombia and Ecuador can apply for a temporary residence permit for up to two years in Brazil.

From the residence permit, the immigrant is registered, to obtain a number from the National Migration Registry (RNM) and from the National Migration Registry Card (CRNM).

To apply for a fixed-term residency under the Mercosur Agreement, it is necessary to follow the following steps:

  1. Gather the necessary documents;
  2. Make an appointment with the Federal Police to check documents and biometric collection, once the registration form has been completed;
  3. Appear at the Federal Police unit on the scheduled day and time and
  4. Receive the CRNM, for the Federal Police service unit.

The following documents are required:

  1. Own application, through an electronic form duly completed on the PF website (available at Obtain Residence Permit );
  2. 1 (one) 3x4 photo, recent, color, white background, plain paper, front (in case of unavailability of the Federal Police's biometric data collection system, presentation may be required;
  3. Declaration of electronic address and other means of contact, preferably accompanied by a simple copy of proof of residence;
  4. Valid and current passport or identity card or nationality certificate issued by the consular agent of the country of origin, accredited in the country of reception, so that the identity and nationality of the petitioner is proven;
  5. Birth certificate and proof of marital status of the person and certificate of nationalization or naturalization, when applicable;
  6. Clearance certificate of judicial and/or criminal and/or police records in the country of origin or in which the petitioner has resided in the five years prior to his arrival in the receiving country or his application to the consulate, as the case may be (exempted for minors of 18 years);
  7. Declaration, under penalty of law, of absence of international criminal or police records (exempted for minors under 18 years of age);
  8. Certificate of judicial and/or criminal and/or police records of the petitioner in the receiving country (waived for minors under 18 years of age);
  9. Proof of payment of residence permit fees (revenue code 140066, value R$168.13) and CRNM issuance (revenue code 140120, value R$204.77), when applicable (to issue Union Collection Guide) ;

Mercosur permanent residence in the receiving country

Residency for an indefinite period requested in the receiving country

The residence with a fixed term may be transformed or converted into a permanent one, upon request to the Federal Police (migratory authority of the receiving country), 90 (ninety) days before its expiration date.

Citizens of Argentina, Paraguay, Uruguay, Chile, Bolivia, Peru, Colombia and Ecuador can apply for a permanent residence permit after two years of residence for a specific period in Brazil.

It is not possible to obtain a residence permit for an indefinite period from abroad. This authorization can only be requested at Federal Police units in Brazil.

Residence for an indefinite period under the terms of the Residence Agreement for Mercosur Nationals may be requested at any time, by any citizen of a State, from a unit of the BrazilianFederal Police .

  6. Clearance certificate of judicial and/or criminal and/or police records, in the country of reception (exempted for persons under 18 years of age);
  7. Declaration, under penalty of law, of absence of a criminal record in any country, in the five years prior to the date of application (waived for minors under 18 years of age);

It is not possible to obtain a residence permit for an indefinite period from abroad. This authorization can only be requested at Federal Police units in Brazil.

Mercosur Temporary Residence Abroad

Temporary residence requested abroad , by foreign people with the intention of residing in Brazil

1. Place of management

Temporary residency under the Mercosur Citizens' Residence Agreement can be requested at any time, by any citizen of a State responsible for the Agreement, from any Brazilian consulate   abroad.

A residence permit is granted to an immigrant who intends to work or reside and settle temporarily or permanently in Brazil, provided that he meets the requirements set out in the Migration Law and its regulations.

Citizens of Argentina, Paraguay, Uruguay, Chile, Bolivia, Peru, Colombia and Ecuador can apply for a temporary residence permit for up to two years in Brazil.

The request can be made abroad through a Brazilian consulate. If requested at the consulate, the application will go through two stages: presentation of documentation and receipt of temporary residence permit and, upon entering Brazil, registration with the Federal Police within 90 days from the date of entry.

The consular body that processes the visa may request additional documents if necessary. Consult the Brazilian Consulate where your request will be processed for payment details and services offered.

  2. Valid passport or valid identity card or certificate of nationality issued by the consular agent of the country of origin, accredited in the receiving country;
  3. Proof of payment of consular fees;
  4. 1 (one) 3x4 photo, recent, in color, with white background, front;
  5. International vaccination certificate, when required by the National Health Surveillance Agency (ANVISA);
  6. Clearance of criminal and/or police records in the country of origin or in the countries in which the petitioner has resided during the five years prior to his arrival in the host country or his application to the consulate, as appropriate (under 18 exemption);
  7. Birth certificate and proof of marital status and nationalization or naturalization certificate, when applicable;
  8. Declaration of absence of international criminal or police record (not required for persons under 18 years of age).

4. Documentary formalities

All documents must be sent in their original form or in copies.

If the documents listed were issued by a foreign authority, they must contain one of the following authentications:

  • the Hague Apostille stamp of the country of origin, if it is a signatory to the Hague Convention on Apostille, or;
  • be legalized at a Brazilian consulate or embassy in the issuing country.

For the foreign person who is in Brazil, without a temporary visa, it is necessary to obtain a Residence Permit, according to the categories available on the Federal Police website .

Before applying for the Residence Permit, it is necessary to check the documentation and fill in the requested forms , which must be presented during the face-to-face service.

For people who cannot afford to pay for the procedures, it is possible to make a declaration of economic insufficiency.

Once these steps have been completed, it is necessary to schedule a face-to-face service, at the Federal Police unit in your region, dedicated to the collection of biographical and biometric data and a photo, for the creation of the National Migratory Registration number (RNM) and the Registration Card. National Migration Service (CRNM).

The immigrant to whom the application for a residence permit in the country has been granted must apply for registration within thirty days, counting from the date of publication of the granting of said application, under penalty of application of the sanction provided for in item IV of the caput. of art. 307 ofDecree No. 9,199/2017 .

For cases in which the foreign person arrived in the country with a temporary visa, it is necessary to register as a foreigner in order to obtain their identification document.

An immigrant with a temporary visa who has entered the country must apply for registration within ninety days, counting from the date of entry into the national territory, under penalty of applying the sanction provided for in item III of the caput of art. 307 ofDecree No. 9,199/2017 .
