The Covid-19 prevention protocols approved and issued by the Outbreak Management Team are the following:

Use of masks: use of mouth and nose coverings in confined spaces, in large indoor gatherings (more than fifty people), and in places where the necessary distance cannot be maintained.

Physical distance: nationals and foreigners must observe the physical distance of 1.5 meters, the so-called COVID-19 distance.

Frequent hand washing: Regular hand washing with soap and water or use of hand sanitizer is recommended.

Vaccination is recommended.

Travelers who are fully vaccinated are required to present the following documents:

  • if not fully vaccinated, a negative SARS-CoV-2 PCR test result not older than 48 hours or a negative SARS-CoV-2 antigen test result not older than 24 hours, issued by an accredited medical test entity, before departure.
  • valid travel documents.

  • vaccination against yellow fever is required if arriving within six (6) days after leaving or transiting countries with risk of yellow fever transmission. The yellow fever certificate must be issued 10 days before arrival.

The test condition is regardless of the incidence rate of the departing country.


Land

Travelers who are fully vaccinated from Guyana and French Guyana:

Persons who are fully vaccinated or can present a COVID-19 recovery certificate not older than six (6) months and have stayed in Guyana or French Guyana at least 14 days and are traveling to Suriname by land are no longer obliged to submit a Negative SARS COV-2 PCR or a negative SARS-CoV-2 antigen test result.


Fully vaccinated 

A person is considered fully vaccinated 2 weeks after the last COVID19 vaccination shot (for Johnson & Johnson/Jansen, only 1 shot is required).

Fully vaccinated also includes persons who after being tested positive for COVID19, from 14 days to 6 months ago with a COVID–19 recovery certificate showing the relevant test results (SARS–CoV–2 RT–PCR and CT value).

Children under the age of 18 years are exempted from the vaccination requirement.

Children under the age of 12 years are exempted from the requirement to present a Negative SARS-CoV-2 PCR or a negative SARS-CoV-2 antigen test result.


Travelers who are not or not fully vaccinated

The following categories of persons can apply for an entry permit at the Ministry of Foreign Affairs, International Business and International Cooperation sending an email to: conza@gov.sr.

There are specific conditions for entrance.

i. Surinamese Residents (Repatriates)

  • a proof of permanent residency in Suriname must be provided when applying for an entry permit.
  • immediately after arrival in Suriname a 7-day compulsory home quarantine must be observed.

ii. Diplomats

iii. Persons who in connection with the death of a relative or visit of a seriously ill relative (only first-degree relatives): 

  • medical insurance/COVID-19 insurance (with at least 30 days coverage).
  • yellow fever certificate for persons traveling from or transiting countries with risk of yellow fever transmission.

  • negative SARS-CoV-2 PCR test result not older than 48 hours or a negative SARS-CoV-2 antigen test result not older than 24 hours, issued by an accredited medical test entity, before departure.

Not or not fully vaccinated persons traveling abroad

Surinamese residents who need to travel abroad must consider the entry measures of those countries to which they travel to as well as the entry measures for reentering Suriname.

The Johan Adolf Pengel International Airport, also known as Zanderij, is Suriname’s only international airport and is operating with restrictions.

Only the following international flights are permitted in Surinamese airspace:

  • The Netherlands, Caribbean, Guyana, French Guiana, Panama, Trinidad & Tobago, Brazil, the United States of America, Cuba, and the Dominican Republic: outbound and inbound flights for cargo and passenger traffic.
  • Cuba, and the Dominican Republic: only inbound and outbound cargo traffic and outbound passenger traffic.
  • Haiti: Inbound and outbound passengers are allowed given that they are residents of Suriname or have explicit written permission from the Government of the Republic of Suriname to travel to Suriname.

Domestic flights for regular passenger traffic are not allowed, they are only authorized for cargo, stranded passenger repatriation and medical emergencies.

Air borders remain closed to people unless permission is granted for urgent reasons by the Covid-19 Crisis Management Team (CMT), and subject to the following exception: only after the person has received prior approval from the competent Surinamese authorities to travel, whereby the essential nature of the trip to be made will be assessed. You can obtain the permission in advance requesting it by sending an e-mail to: conza@gov.sr

In addition, you must have the following documents:

  • A negative PCR test not older than 72 hours before departure.
  • If you have been infected with the coronavirus, you must show a positive ELISA test result that is not older than 6 months.
  • A paid reservation of at least 7 days at a government-designated hotel.
  • Travel insurance with COVID-19 coverage.

Transportation from the airport will be provided by the government-designated hotel.


Land:

The land borders are open to the movement of persons in the period from 21 February 2022 until further notice, provided that:

  • the conditions and protocols specific to the relevant country or region from which the person comes directly are met; and
  • only after the person has received prior approval from the Crisis Management Team (CMT) to travel, whereby the essential character of the journey to be made will be assessed

Water:

From Guyana and French Guiana, in the period from 21 February 2022, until further notice, freight and passenger traffic on water is allowed.

It is mandatory the wearing of mouth-nose coverings, hygiene measures and distances among the passengers waiting for transport. There is a fine of SRD 1000 by law for not wearing a mouth cap on public transport. 

There is a limit of up to ten people gathering at entry and exit locations and the bus stops.

Regularization

Regularization - Other nationalities

The processing of a residence permit falls under the Ministry of Justice and Police. The Main Immigration Department handles all applications for residence and settlement, and applications for naturalization. This department also prepares the deportation of aliens who are not allowed to stay in Suriname.

In its permit policy regarding residence, Suriname makes a distinction between persons of Surinamese origin and persons of non-Surinamese origin, and you should be aware about this before applying for any status.

You can submit your application for residence, extension of residence, settlement or residence for an indefinite period and naturalization for persons who want to live and work in Suriname for longer than 90 days, through VZ Online.

Depending on the type of application, the processing time of your application can take up to 60 working days.

About naturalization by law, resolution and marriage, the processing time will partly depend on other authorities that are involved in the further processing of the type of application. These can be the Aliens Service (KPS) or the Ministry of the Interior.

If you have received the residence permit, settlement permit or statement from the Immigration Department, you still need to take the following steps:

  • Read the residence permit, establishment permit or statement carefully and check if you have received what you have applied for.

After that, you need to go to the services below:

  1.  the Aliens Service (of the Suriname Police Force)

Required documents for the first residence permit, settlement permit or statement:

  • the original decision
  • the passport and a passport photo.

Required documents for an extension of residence permit, settlement permit or statement:

  • the decision
  • the passport
  • do the registration in person.

 

  1. Central Bureau of Civil Affairs (CBB) at the Aliens Registration Department:

Required documents:

 

  • Dutch nationals: the passport, the original decision, the proof of deregistration from the country of origin, the birth certificate, and the document of marital status.
  • Brazilians: the birth certificate together with the translated version, the marital status.
  • Chinese: the birth certificate and the marriage certificate.
  • Foreigner of Surinamese origin: birth certificate, marital status, and deregistration document from the country of origin.

Required documents:

Required documents for the first residence permit, establishment permit or declaration of registration:

  • the passport,
  • the decision,
  • the original birth certificate (if it is a language other than Dutch or English, add the translated version)
  • if married, the marriage certificate.

Required documents for an extension of residence permit, settlement permit or statement:

  • the decision
  • the passport
  • do the registration in person.

The Surinamese Origin category and CARICOM Skilled citizens are exempt from this.​

Filing

Permanent residence in the receiving country

c) Requirements

To obtain permanent resident status in Suriname, a person must first obtain a tourist visa. A tourist visa allows a person to stay in Suriname for one month.

To obtain a visitor visa, applicants must:

  • hold a signed passport valid for six months from the planned departure date.
  • a copy of the return air ticket.
  • a completed application form.
  • a business letter (if business visa).
  • a recent passport photo’s.
  • if you are under 18, a statement of consent from your parent or legal guardian.

To obtain residency status, applicants must apply for an extended visit visa. They must:

  • pass a police background check
  • provide copies of passports and birth certificates, and
  • have a guarantor who is both a Suriname citizen and resident

The residence permit is valid for two years. It must be renewed every two years, four months before the visa expires.

Applicants must have resident status for five years before applying for permanent resident status. They must provide proof of private health insurance and apply before their residency status expires. Once they get permanent status, they must pay $150 a year to renew their status.

All public instruments (acts, certificates, deeds, records) must bear an apostille. Translation should be in Dutch or English. An Apostille can be affixed by the competent authority in your city. The apostille should not be older than 1 (one) month.

Temporary residence in the receiving country

c) Requirements

Foreigners who intend to stay in Suriname for more than 90 days can apply for a temporary residence permit, the so-called MKV (machtiging tot kort verblijf). The MKV is the preliminary stage of the residence permit.

Before applying for MKV, the following points should be considered:

  • It is not possible to apply for a regular visa or tourist card during the process of obtaining an MKV.
  • Visitors to Suriname on a tourist or business visa cannot apply for an MKV during their stay in Suriname.
  • Tourists of Surinamese origin who come to Suriname on a tourist or business visa can apply for an MKV during their stay in Suriname.
  • Visitors who do not require a visa can apply for an MKV during their stay in Suriname.
  • The application with the required documents for the MKV must be submitted to the embassy at least three months before the planned travel date.
  • Passport should be valid for at least 6 months after arrival in Suriname.
  • Applicants are not entitled to a tourist card, tourist visa or business visa while their application is pending.
  • Documents such as birth certificates, marital status and death certificates must be obtained from the municipality in the country of residence.
  • Affidavits are not accepted.
  • The management fee for MKV is $20.

To apply for a MKV you will need:

  1. A completed form
  2. documents as listed below, translated to English or Dutch if written in another language
  3. payment of administration fee

Documents for the temporary residence permit:

  1. 2 passport photographs of a recent date
  2. a copy of the relevant pages of the passport (including all pages with stamps)
  3. an original/copy of the birth certificate (apostilled)
  4. an original certificate of "good conduct" (Justice and Police) (apostilled)
  5. Bank statements or other documents/information proving sufficient financial means during stay in Suriname
  6. If your application concerns an internship or voluntary work, a copy of an official letter of the organization/institution in Suriname, stating the purpose and duration of agreement
  7. If you intend to work in Suriname, a copy of the labor/employment contract
  8. Bank statement of transfer of administration fee of 10 euro (or payment in cash)
  9. An authenticated copy of Permit of country of residence (if applicable)
  10. If married/divorced/living together/single/widow, a copy of the marriage certificate/divorce papers or partnership contract etc. (apostilled)
  11. an authenticated authorization of the parent(s) and a copy of the family book/birth certificate (apostilled) in case of:
    1. a child (up to 17 years) travelling alone
    2. a child (up to 17 years) travelling with one of the parents (with consent of the 2nd parent)
  12. a copy of the judicial decision in case of adoption/legal guardianship of a minor (up to 17 years)
  13. a copy of a statement of guarantor in Suriname (in case of insufficient funds of applicant).
  14. a copy of valid health insurance document
  15. a health certificate (only for citizens of China)

If payment is done in cash, you will receive a receipt. After your "MKV" application has been submitted and forwarded to the competent authorities in Suriname, you will receive through mail, a letter of confirming the receipt of your application.

Before applying for Residence, the following points should be considered:

  • after one month of stay on the tourist visa, you can start the extension process.

  • the process can take a few weeks.
  • once your documents are analyzed you will be granted non-permanent residency status.
  • residence status is valid for two years, after which it must be renewed.
  • it is best to start any extension process four months before the visa expires.
  • applicants must have lived in Suriname as a resident for five years before applying for permanent residency.
  • once an applicant has been granted permanent residence in Suriname, to apply for a permanent residence permit, you must provide proof of private health insurance.
  • permanent status must also be renewed annually for $150.

NNAs no acompañados

This refers to those children and adolescents who are not traveling in the company of their legal representatives.

In the case of children and adolescents of Surinamese or foreign nationality with legal residency or in process of residency, shall require the express authorization of their legal representatives, by presenting a written consent form, signed by the parent(s) or guardian and a copy of the passport or national identity card of the parent(s) or guardian (must be attached).

NNAs acompañados con ambos representantes legales

In the case of children and adolescents of Surinamese or foreign nationality with legal residency or in process of residency, do not need specific requirements for travelling abroad with their legal representatives.

NNAs acompañados con un representante legal

In the case of children and adolescents of Surinamese or foreign nationality with legal residency or in process of residency, shall require the express authorization of their legal representatives to travel alone with one parent or guardian, must show: evidence of parental/custodial and/or access rights and the consent of the parents. The written authorization must indicate that the parent has no objection to his or her children travelling with the other parent or guardian and if the consent is granted for a single or a multiple entry in the country.
