Universal access, comprehensive care and equity are guaranteed by law for the national and migrant population through the Unified Health System (SUS).

In addition, Law No. 13,445/2017 provides in its Art. 4, § the guarantee to and to the migrant to public health and social assistance services and to social security, under the terms of the law, without discrimination on grounds of nationality and migratory status.

Access to health services.

• Care through family health units such as that carried out in public hospitals is unrestricted, including for migrants in an irregular immigration administrative situation, that is, care for non-residents is partially free (Universal).
• For the migrant population without resources, it is the Ministry of Public Health and Social Welfare that has powers over the poor and / or uninsured population.

The National Public Health System (SPNS) is governed by the principles of free of charge, universality, integrality, equity, social integration and co-responsibility, and its financing and management are the responsibility of the State. The right to health is guaranteed for the entire population, including migrants, however, there are no specific programs for this group.

As a public policy promoting equal access to the health system for the entire population without medical coverage is Universal.

The National Migration Law No. 25,871 establishes in its article 8 that "In any case, access to the right to health, social assistance or health care may not be denied or restricted to all foreigners who require it, whatever their situation. The authorities of the health establishments must provide guidance and advice regarding the corresponding procedures for the purpose of correcting the migratory irregularity ".

Foreigners with or without a residence application can register with the State Health Services Administration (ASSE in Spanish).

Foreigners whose residence is being processed and who do not have formal coverage can register free of charge. 

The validity of their registration shall be subject to the validity of the residence application date.
A photocopy of their identity document, proof of entry and residence application must be submitted.

In the framework of Chilean regulations, foreign persons in a migratory situation are guaranteed regular access to health care under the same conditions as nationals.
