National Context

Quarantine : As of November 1, 2021, the relaxation of the country's indefinite quarantine was ordered. With this, the movement of the population is not restricted. Measures against the Covid-19

Airway hygiene: Coughing or sneezing with tissues or on the inside of the elbow.                                                                                       

Physical distancing: Social distancing of at least 1.5 meters on the streets, public transport where possible, at workplaces and at meetings. Avoid overcrowding.

Other protocols: traffic on the streets should be restricted to as few occasions and number of people as possible, and all necessary precautions should be made to avoid exposure to the COVID-19 coronavirus.

Use of a mask: Mandatory use of masks covering the mouth and nose in: (I) all types of public transport by land, air or sea, including metro, Metrobus, metro cable, cable rail and rail systems; (II) air, land and sea terminals; (III) public spaces that, due to the nature of the activities carried out in them, must be attended by a considerable number of people, as long as such activity is not suspended; (IV) clinics, hospitals, dispensaries, outpatient clinics, medical offices, laboratories and other establishments that provide public or private health services, as well as in the spaces adjacent to them; (V) supermarkets and other public places not described.

Activities abroad: it is suspensa the realization of all kinds of public shows, exhibitions, concerts, conferences, exhibitions, sports shows and, in general, any type of event of public capacity or that supposes the agglomeration of people. Beaches and spas, public or private, are closed to the public.

Other protocols that regulate meetings in closed places: it is recommended to avoid meetings greater than 10 people, in any case with minimum distance of 1.5 meters between attendees.

Entry restrictions for foreigners:

Airline passengers age two and older must provide a negative COVID-19 viral test taken within three calendar days of travel.

Anyone entering the country may have to undergo additional testing upon arrival and could be subject to quarantine protocols.

Passengers must obtain an airport entry clearance before disembarking.

Foreign passengers traveling to Venezuela must register online, prior to departure of the flight from the country of origin, on the website of the CASALAB Clinical Laboratory .

Once registered on the web, the system will generate a QR code which must be validated to take the sample for the PCR test at the "Simón Bolívar" International Airport in Maiquetía.

Subsequently, a report will be sent to the email provided by the passenger with the test result, you can enter the Laboratory page to verify it.

The protocol is valid for all immigration control points.

To travel across states from certain regions within the country, authorities may require people to take a COVID-19 test before being allowed to depart.

There are social/community quarantine and interstate travel bans with roadblocks in place since March 16.

Appointments for RT-PCR tests with results within 24 hours are available only for travelers leaving Venezuela.

Anyone entering the country may have to undergo additional testing upon arrival and could be subject to quarantine protocols.

Access to Health Care

The National Public Health System (SPNS) is governed by the principles of free of charge, universality, integrality, equity, social integration and co-responsibility, and its financing and management are the responsibility of the State. Regularization - Other nationalities

Migrants who are in an irregular migratory situation are those who:

  • They have entered the country without a corresponding legal visa.
  • For sites not enabled.
  • They stay in the country after the time allowed for their stay has expired.

Those who fall into these categories must submit the following documents to one of the offices of the Administrative Service for Identification, Migration and Immigration (Saime):

  • Original and valid passport with a minimum of six (06) months before expiration.
  • Regularization application form (will be delivered at the time of carrying out the procedure)
  • Proof of payment of the tax units corresponding to the procedure requested in favor of SAIME.
  • Proof of lawful means of living: proof of work or personal balance made by a public accountant, original and current.
  • Certificate of Criminal and Judicial Records from the country of origin of the applicant.

The registration will end when the interested foreign citizens submit the required documents and the identification entity gives them a proof of receipt (this proof does not give them status in the country), it will only serve to subsequently withdraw their travel document (Passport ), with the migratory status granted, if appropriate.

The Consulate can only process travel authorizations to leave Venezuela, by air, in the following cases:
