entry restrictions

Pursuant to Ordinance No. 670/2022 , entry by air is authorized; waterway of maritime cruise vessels and by highways or other land means.


Regarding entry via airways , the restrictions are as follows:

  • Travelers fully vaccinated (primary vaccination schedule, does not include need for booster or booster) 14 days before departure are exempt from testing negative for Covid-19 and only need to present proof of vaccination (travelers in these conditions are also exempt to fill in the ANVISA Travelers' Health Declaration);
  • Travelers who are not fully vaccinated , provided that Brazilians and foreigners residing in Brazilian territory, those with a health condition that contraindicates vaccination (attested by a medical report), those not eligible for vaccination due to age or coming from countries with low vaccination coverage: must present to the airline, before boarding, the document proving the performance of a test for Covid-19, with a negative or non-detectable result, such as an antigen test or RT-PCR laboratory performed one day before the moment of boarding ;
  • Foreigners who are not fully vaccinated remain prevented from entering the national territory (except for the exceptions provided for in the ordinance ).

On the entry by waterway of cruise ships:

  • Proof of vaccination is required.
  • For eligible cases , it is necessary to present a negative test of the RT-PCR or Antigen type before disembarkation in the national territory.
  • The authorization of waterway transport of passengers and passengers, Brazilian and Brazilian or foreign persons, exclusively in Brazilian jurisdictional waters, of maritime cruise vessels and the operation of vessels with passenger transport, in national ports, is conditioned to the previous edition of an Ordinance by the Ministry of Health, which should provide for the epidemiological scenario and the definition of situations considered outbreaks of Sars-Cov-2 (Covid-19) on vessels.

For entry by land :

Proof of vaccination is required to enter the country. The immunizers must have been approved by Anvisa or WHO and the application of the last dose must have taken place at least 14 days before shipment.

Are exempt from presenting proof of vaccination in land transport:

  • Brazilians and Brazilians and foreign persons residing in Brazilian territory who are not fully vaccinated;
  • cargo transport workers under the conditions established by the ordinance;
  • border residents in twin cities;
  • travelers in situations of vulnerability (humanitarian crisis);
  • travelers from countries with low vaccination coverage;
  • persons ineligible for vaccination based on age;
  • travelers with a health condition that contraindicates vaccination.

Foreign people who are not fully vaccinated remain prevented from entering the national territory (with exceptions).


Exceptional and temporary measures for travel with children:

traveling alone

By air

Children aged two or over and under twelve years old, who are traveling unaccompanied , must present documents with a negative or non-detectable result, such as a laboratory RT-PCR or antigen test, carried out within one day before the moment of the boarding/entry in the country

Unvaccinated children aged between 2 and 12 years, who are traveling unaccompanied, must present a document with a negative or undetectable result, of the laboratory type RT-PCR or antigen test, carried out up to one day before the moment of departure/entry into the country .

land route

Travelers over five years of age must present proof of vaccination, as well as Brazilians and foreigners residing in the country over five years of age, except for those returning on a trip started at least 30 days ago.

In relation to Brazilians and foreigners, resident and non-resident, aged over five years and under 18 years of age on land travel who do not present proof of vaccination due to the non-availability of doses for this public in the country of origin, are exempt, in this time of presentation of the vaccination certificate.

Traveling with a responsible person

By air

If the traveler over 5 years of age and under 18 is accompanied by a responsible person who does not present proof of vaccination, he/she must undergo quarantine for 14 days in the city of his/her destination.

Children under the age of two are exempt from presenting a document proving the performance of a test to screen for infection with the SARS-CoV-2 coronavirus (Covid-19) for travel to the Federative Republic of Brazil.

Children from 5 years old need to prove their vaccination against covid-19 to enter the country, according to Informative Note No. Only children who have been out of the country for more than 30 days or who are travelers from countries where vaccination is insufficient will be free to present the document.

land route

Travelers over five years of age must present proof of vaccination, as well as Brazilians and foreigners residing in the country over five years of age, except for those returning on a trip started at least 30 days ago.

In relation to Brazilians and foreigners, resident and non-resident, aged over five years and under 18 years of age on land travel who do not present proof of vaccination due to the non-availability of doses for this public in the country of origin, are exempt, in this time of presentation of the vaccination certificate.

Traveling accompanied by both legal representatives

By air

Children under the age of twelve who are traveling accompanied are exempt from presenting a document proving the performance of tests to screen for infection by the SARS-CoV-2 coronavirus (covid-19), provided that all companions present documents with a negative result or non-detectable, laboratory-type RT-PCR or antigen test, performed within one day before departure/entry into the country.

Children under the age of two are exempt from presenting a document proving the performance of a test to screen for infection with the SARS-CoV-2 coronavirus (Covid-19) for travel to the Federative Republic of Brazil.

Children from 5 years old need to prove their vaccination against covid-19 to enter the country, according to Informative Note No. Only children who have been out of the country for more than 30 days or who are travelers from countries where vaccination is insufficient will be free to present the document.

Entry restrictions do not apply to : Brazilian born and Brazilian born or naturalized and naturalized; immigrant with permanent residence, for a fixed or indefinite period, in Brazilian territory; or foreigners and foreigners who are spouse, partner or partner, daughter or son, mother or father or curator or curator of a Brazilian, whose entry is specifically authorized by the Brazilian Government in view of the public interest or for humanitarian reasons; and holders of the National Migration Registry (RNM) .
